Rose was born in November of 1950 to Manicile and Augustin Poulard. As one of the oldest of her siblings, the responsibility of caretaker for her many siblings fell on her shoulders. Rose and her husband met in 1972 through family friends in Port-Au-Prince.

On July 15, 1978, they entered into holy matrimony. Together they raised three children: Sherlie, Jonathan and Josue. Her role as a wife and mother was important to her and she worked hard to raise her children in a Christ-centered home. Rose enjoyed traveling and loved getting massages. When Rose immigrated to Boston, she worked various jobs until she landed a job as a CNA. She would work in that field for many decades before retiring in 2018. During her retirement she was actively involved in different church activities at New Jerusalem Evangelical Baptist Church. She was an active member of the Women’s Ministry and volunteered in the food pantry. Rose enjoyed taking care of and spending quality time with her grandchildren by taking them to the park and preparing them healthy meals.
On October 17th, 2020 while enjoying some quiet time reading the Bible, Rose was called home by her Heavenly
